What is this kanji's pronounciation?

How do you pronounce the upper kanji?
All I know is that those two kanji have smething to do with 'misuse'.

So it's just 乱 replaced by the more complicated 濫 (maybe this kanji has a bigger meaning than 乱).
 
More accurately to say, 濫用 is the original, and the replaced version(for "easy-to-read/write") 乱用 spread after WWⅡ.
 
I believe technically 濫 doesn't exist, because it's 常用外, so they picked a character that worked with that word and has the same reading as 濫 and re-wrote it. Well, it didn't exist for the purposes of the orthographic reformers, anyway.
