Most phones have decent voice to text functions, you could hold your phone up to the device playing the audio and see how that works.
Or depending on the source, there may be websites that can help you, just search for "transcribe (language) from video" or "auto generate subtitles" or something.
In fact, please do some kind of search like this and share what you find before you ask more questions.

I could use a way to transcribe real-time audio on a land-based phone line into real-time text on a screen, similar to closed captions for tv. It would have to be automatic/easy to use. I think it would really help my mom's quality of life since she can't as well any more especially on the phone.

I already did. I didn't find anything outside of apps and smart phones yet. But I didn't search terribly hard either.
