I was wondering what the grammar behind the Use of 思い出してもらおう? In the following. I get the feeling like it is close to... help to remember.

My interpretation is

To help the young people of 陸前高田 city (who had family or friends killed in the great disaster) remember that the town use to be a bustling place, a lighting candle event was considered

震災で家族や友達が亡くなった陸前高田市の若かい人た ちは、にぎやかだったまちを思い出してもらおうと、た くさんのろうそくなどに明りをつけるイベントを考えま した。

The core of the sentence is 若い人たちは（思い出してもらおうと）イベントを考えま した.
The target of 思い出してもらう (those who remember the city) is not 若い人たち. They are the subjects of 思い出してもらう and 考えま した. The target is not mentioned but it's obviously people in the city.
