As the GSM system don't work in Japan you will have to track down a store that specialises in electrical goods for export. A good indicator would be a duty free sign outside.
I don't know the reason why you want to buy a GSM phone in Japan but bare in mind that as they are not used in Japan you will not find any different to those availiable back home, and probably more expensive than if you bought in the US.

Some of the newest Docomo keitai have the ability to use the phone networks in the U.S. but I've never heard of an unlocked one. And most of the best functions such as high speed data transmission, e-money wallet, one-seg tv, gps, only work within Japan.
Some new Docomo keitai have the ability to use U.S. phone networks but I've never heard of an unlocked one. Most of the advanced features of the keitai such as high speed data transmission, one-seg tv, e-money wallet, gps tracking use Japanese infrastructure and are not useful outside of Japan.
