Undergrad Biomedical Engineering at a Japanese Uni?

I'm nearing the end of my final year of high school, and I really want to study in Japan. I will be taking JLPT3 in December with confidence and next year I plan on studying Japanese (in Japan) and hopefully working part time. Then the year after I want to attend a Japanese University to study Biomedical Engineering (ﾋ?｣窶廃ﾂ青ｶ窶佚個工ﾅ?w). I have found at least 50 universities that offer this course as an undergra degree and several hundred with it as a post graduate degree. The main branch I'm interested in is Rehab Engineering (making parts for the disabled to make life easier).
My main problem is what are the best 5 or best 10 universities to look at if I study Biomedical engineering? (Also say if the uni offers Japanese language for their international students, prep courses for Japanese, and if they offer prep courses for the degree - I have not studied Physics at a high school level).
[I know that Waseda, and Tokai and lots of others offer it, but I know next to nothing about each university except for what they say about themselves on their websites; not what others say.]

I'd say your barriers are knowing enough of the language (JLPT3 is probably too low, although even at my own science uni, we take GRADUATE students with little to no Japanese). Since many of them don't actually take classes but do research instead, it's not that much of a bother, but there are many (master's program students) who DO take classes, and they say it's very tough because they don't get much if any language support.

As I mentioned in my post above "next year I plan on studying Japanese (in Japan) and hopefully working part time. Then the year after I want to attend a Japanese University"
^^; I do understand I need at least JLPT2 preferably 1 to go to University; so it looks like I'll be doing a Japanese language course somewhere in Japan next year...
