Apparently, SBS is an acronym for

A: どこを見ての話がわからないけど、シャンクスは「大頭」と呼ばれ、１０１巻で紹介したメンバーは「大幹部」とも呼ばれる程に海賊団は大きく、更に傘下の海賊団もいます。常に全員で行動してたら大変なので、少数に見える時もあるかもしれませんが、めちゃくちゃたくさんおります。
「麦わら大船団」のイメージに近いです。
シャンクスがみんなの支配者！って感じじゃないですね。
I don't know where you are getting that, but Shanks is called the "big boss (leader of a large group)," and his band so big that the members introduced in Vol. 101 are called his "top brass," and there are even more crews under his umbrella. It would be very difficult if all of them were always on the move together, so although they may appear to be a small number at times, there are so many of them. It is similar to the image of the "
Straw Hat Grand Fleet." It is not like Shanks is the ruler of everyone.
