Hello, could someone please tell me if these are the kanji for Japanese karate , 4th Dan?

How would they traditionally appear next to a Sensei's name?

That says "4th degree" but doesn't specifically say it's for karate.
Your question about placement is in what context? A rank certificate, email signature, business card, etc.?
 
yes that's yondan, how you would reference a 4th degree black belt. However, I don't usually see rank mentioned when talking about a teacher, they would normally just be [name] + title like sensei, hanshi, shihan, etc

Sorry, should be more clear. It is a
Certificate for a student and the teachers name and rank will appear at the bottom
