Translation of Kanji and identification of a stamp on a good luck flag.

I'm hoping someone can translate the Kanji on this flag plus identify the one stamp that appears to military in nature. Also, a couple of smaller red stamps are on it also.
I'm sorry if In have the orientation is wrong (always seems that I never get right) but I really appreciate any information that can be provided. Thanks,

Hinomaru is almost always long-sideaways.

The two stamps are surnames 朝野 Asano and 有浦 Ariura.

The name of the recipient is 柏木正之 Kashiwagi Masayuki.

The senders are;
陸軍伍長勲八等 雪辰亀太郎
Army Lance Corporal, the Order of 8th Class Yukitatsu Kametarō

勲八等 村田敬三
the Order of 8th Class Murata Keizō

I'm a bit skeptical about the authenticity of the flag, by the way. Not a few kanji seem to be wtitten by someone who actually didn't know kanji. Also, the position of 祈 is unusual, as if the writer didn't know that 祈武運長久 was a single slogan.
