Can someone translate this badge on this helmet? Is this a Civil Defense Helmet from late WW2?

Are you sure it's Japanese? The first character is definitely woman (女) but I can't find the second one. Closest I could find is 師 which means teacher. Of course it's possible it's an old character no longer in use. I also asked a native speaker and they didn't recognize it either.
 
I assumed it was Japanese, it's definitely a civil defense helmet, closest my Japanese friends translate is, "Woman's Teacher School". IDK, it will look good with my three Type 99 Arisakas.

Yes. It's quite puzzling. I can't find anything at all similar. Maybe @Toritoribe knows what this is.
 
Looks like 女附, but I don't know what it means.

The first character means "woman" and the second character, if I'm reading it correctly, means "attached" "adjunct" "auxiliary", etc.
Maybe some women's auxiliary security/fire brigade.
