Translation Help: 出ている、出てた

Edit: Made an error in the title. It should be: Translation Help: 出ている, 出た.
I recently came across these two sentences:
私は大学を出ている。
私は一応大学を出ている。
and according to the website, translations for these two sentences were: I graduated from a university. Are these translations correct?
Since 出ている is the present progressive form, shouldn't it be 私は大学を出た and 私は一応大学を出た since "graduated" is past tense?

What website? Yes, the translations are correct. That construction in Japanese has a broader use than just "present progressive" in English so it would be a mistake to in your mind weld it to "verb+ing". In this case it is used to indicate an ongoing condition, i.e. that of having graduated university.
