What is the difference between "three fifths" and "three-fifths."? The latter has a hyphen between three and fifths, while the former don't. Can I use both interchangeably?

They're exactly the same, hyphen wouldn't change it at all. I personally see it written in numerals a bit more often though. 3/5

This might be another British vs. American thing again - the British tend to use more hyphens with words. Either way is acceptable, but somehow a hyphen brings the two words together and makes the meaning more immediately apparent.
