Shibuya Ward will begin issuing on-the-spot ¥2,000 fines for littering from Monday under revised local rules aimed at keeping the area clean. The penalties follow changes to the ward's Ordinance for Creating a Clean Shibuya Together, which was enacted in April.
Until now, patrol officers have mainly issued fines to people caught smoking on the street. From 1 June, enforcement will expand to include littering, with the number of patrol staff increased to up to 50 officers. The ward will also introduce cashless payment options to streamline fine collection. Officials said multilingual patrol staff speaking English, Chinese and Korean would be deployed so that enforcement could be carried out fairly and understood clearly, regardless of nationality.
