As of January 7, 2019, travellers leaving Japan, regardless of their nationality, will have to pay a 1,000-JPY tax upon departure. The revenue will be used to improve immigration facilities at ports and airports, such as facial recognition gates.

What happens when they cannot pay? Probably the best way to handle it is to include it in the ticket price which is probably what they will do. I cannot pay 1000yen, can I have permanent residency? I don't think so lol.

I see now in the pdf it will be in the tickets. I guess it includes Japanese who live in Japan who take a trip abroad and who will return to Japan.

Any old-timers here remember the ticket machines selling the "departure fee" at Narita airport??

Wow they actually had machines like that?

I guess 1000 yen isn't such a bad thing as nobody would care anyway if you would buy a ticket in or out of Japan... At least I wouldn't care..

But if you are traveling a lot, and have to pay 1000 extra every month.

Not for sure, but I do think they had the departure fee back in the 70's.

I had to pay a departure tax when I left the Philippines back in 2011 (could have been just the airport I was flying out of,

Where's this money supposed to go, I wonder?

I hope they aren't officially referring it as a "sayonara tax," sounds like they're acknowledging you won't be coming back. Maybe a "mata ne" fee?
