Renting an partment for a month and/or checking into hotels at age 18?

As the title describes, I wanted to see what Japanese (and specificially Tokyo's) Laws had to say about the minimum age requirement. I know that in the states most hotels require an age of 21+ for checking in, and 18+ for signing an apartment lease.

Rooms in gaijin houses are pretty easy. I don't know if there is a law, and if it is, if it's even enfoced. :)
 
There is no law which has forbidden underage stay.
There are also such no regulations in Tokyo.
However, some hotels may refuse underage stay.
