I think it's kinda like "speaking of...", but it kind of depends on the context:
太郎ってば、宿題もしてないのよ!
たろうってば、しゅくだいもしてないのよ!!
Taroutteba, syukudai mo sitenai noyo!
Speaking of Tarou, he hasn't even made his homework!
次郎ってば、おっちょこちょいね!
じろうってば、おっちょこちょいね!
Jiroutteba, ottyokotyoi ne!
Ow Jirou, you're so clumsy!
So in the first sentence it was about a third person while in the second person it's about the person you are talking to. Also, as you might have noticed, it's kind of a feminine thing to use.. I'm no expert but it sounds really unnatural for me to express such a sentence.
