Question of the Mangaka Artist

Hi, people.

I am born deaf and use sign language. I am interested in manga/anime. I was the student for the university. I wrote much my essay about manga/anime. I have many books of 'how to draw manga' in English and German. Before I have began to draw manga/anime. I will learn how to draw manga for years. If I work with self-employed in Germany or UK, can I be mangaka artist?

Japanese language skills??

I would think you would have to be proficient in JSL to even have a chance?? Not sure if you know about the blog for Japanese deaf? GOOGLE the term "Deaf Japan News" and there is info in English there about art/Japan/ and deaf culture.
