I'm wondering about the 都心にも出られる路線がそのつま先を置き part, specifically I can't figure out what そのつま先を置き/く means here exactly. Thanks in advance.

It is at the end of the line. Why not just write the whole sentence in your post or include the image in your post instead of making people go elsewhere3
