Question about students selected for Monbusho

I was reading a blog a while back and he was saying that students from developing countries are given priority. Can anyone shed some light about this?
Also, in my A-level Pure Mathematics textbook, I can't find stuff a lot of stuff relating to Properties of Circles and Triangles. It seem to be a rather popular question in the exam. Can anyone recommend a book or website to learn this?

I read only this http://fds.oup.com/www.oup.co.uk/pdf/0-19-953988-X.pdf . I'm not sure what book it comes from.
Just only first chapter, I think it covers many important theorems about circles and triangles in Euclid geometry (not analytic geometry) more than enough for the exam.
