Putting international characters and symbols into posts

I have actually searched in the site for the answer to this question, but haven't found it. How can I put international characters and symbols into posts? Is this even possible. Consider the following sentence:

➃ Something of a Tokyo landmark very near "Roppongi Crossing", the intersection of Roppongi Dôri and Gaien-Higashi Dôri.

I can see right away that the symbol (a 4 in a circle) doesn't work. When I try to review/submit the text, the long vowels won't appear correctly. It would be a great help to me if I could at least put long vowels (which are very common in Japanese words) and the numbers in circles into posts.

Unfortunately, vBulletin does not fully support UTF-8 yet. So until we upgrade to PHP5 (not likely to happen anytime soon) I can only ask you for patience.

The 4 in a circle does appear when I view this post. Romaji does not require that you show vowels with lines over them. You can always type "Roppongi Doori"

And this does appear correctly for me when I hit "preview."

Very odd. The 4 in a circle appears as an empty square on my monitor.
I know about doubling the vowels to make them long, but it just seems to me that it doesn't work so well for other vowels--for example, Chuuo or depaato just don't look right to me, and might confuse others.
Well, let me see what happens when I use the Character Map: âêôû
Nope, still doesn't work for me, and I see that the long "o" you used has become garbled. I still don't know what the problem is.
 
Is this why I've been having trouble seeing full-width numbers on the board lately? doinkies only has this problem on JREF and not on other sites...the full-width numbers won't appear correctly, they turn into mojibake for some reason.
 
I don't know what browser you're using, but Firefox allows me to see and input all sorts of characters that I couldn't with Safari. I'm not sure about IE, though.

How do these look?

That's the way they appeared on my computer (IE7), as seen above in the quote.
 
I think you should probably try Firefox and see how that works. Like I said, I can't input those characters with Safari, so IE probably has similar problems.
