Please do not use All Caps in thread titles and posts

Easier and faster than messing with uppercase and lowercase shifting for short notes, and I am on a small screen laptop.

Understood. However, using capital letters ("all caps") online is referred to as SHOUTING. It is considered rude by many and should therefore be avoided. Thank you for a little extra effort. ;)
 
For one, telegrams were short messages (sort of analogue SMS, lol) and did not usually constitute written discourse, as in internet chats and online discussions. Secondly, it's all about readability:

On February 31 , each year , in honor of this special day , you may use caps.

Funny how things change. Just 70 years ago nobody seemed to complain about this. (Well I assume, I wasn't actually there.)
2000 years ago nobody was complaining in Latin either... I assume :P

Fun fact, the terms "uppercase" and "lowercase" refer to the fact that in physical typesetting, character sets were kept in cases stored in stacked drawers, with the capital letters in the higher shelf.
