Pet adoption in Japan

How do you do about adopting animals in Japan? Misawa in particular. Does anyone know of any places? I have heard a lot about shelters euthanizing hundreds on animals, but no information on where these shelters might be. I would much rather rescue an animal than buy one.

I've been looking for a while now. :?
There is info about adopting on the Air Force Base here and that's about all I can find. There seems to be a lot of old information. Mainly dealing with the earthquake and tsunami.
 
I feel certain the center on base would be happy to help you.

There is always the option of reading the classified ads in the local paper, as people quite often list dogs or puppies free to a good home.
 
Sounds like a stupid question , but............

I was wondering how an animal adapts with language. Say a Japanese dog about 6 years old who has never heard English and is adopted by an American family. Does it freak him out for a month or two or do food and treats win him over regardless of the language spoken?

In that case a cat is recommended, as they are equally adept at ignoring their owners in any language.
