I'll have 29 yrs, and the pension office printout says my monthly payout will be about ¥48,000 (public portion). Also, I think it has always been the case that people born before 1954 (1955?) have been eligible after 20 yrs.

Also they are taking out about 6000 yen a month for old age medical. Not sure what that is all about, but that's the law now.
