Tourism Overtourism myth in Japan: the stats tell another story

Japan's approach to tourism differs significantly from some European holiday hotspots. Despite its population of approximately 125 million, Japan received 25 million international travelers in 2023, resulting in a tourist-to-population ratio of 0.2. In comparison, France, with 100 million annual visitors, has a ratio of 1.5 tourists per capita, while Greece, Portugal, and Spain have even higher ratios. Interestingly, Japan's peak ratio occurred in 2019 at about 0.25. Japan must accommodate an additional 100 million visitors annually to match European-level tourism. However, it's essential to consider the balance between tourism and preserving the country's unique cultural and natural heritage.

Terrie Lloyd, founder of Japan Travel, asserts that Japan does not currently face overtourism due to its relatively modest number of foreign tourists. The country's approach prioritises quality over quantity, emphasizing sustainable and respectful tourism experiences. As Japan continues to attract travelers, finding this balance will be crucial to maintaining its appeal while safeguarding its cultural and environmental treasures.

Japan's small geographical area and the fact that it is a mountainous chain of islands are also factors contributing to the perception of overtourism, as far less land is available to accommodate people visiting than in countries larger and with flatter terrain. Still, the numbers being achieved in Japan are not at all extraordinary, and the level of concern about tourism, which has reached a fever pitch in recent months, is notable given the relatively modest inflow. A range of countries diverse in terms of location, geography and topography welcome more visitors per capita without the level of disruption reported in Japan. [...] The sense of overtourism in Japan may in part be a function of the rate of change. The country went from 6.2 million international visitor arrivals in 2011 to 31.9 million in 2019, in part driven by intense official promotion efforts. It was a tourism revolution that caught much of the country off guard, and that has been a shock to the system in terms of infrastructure and society itself.

Daniel Gschwind, a professor at Griffith University's Tourism Institute in Australia, said certain areas may have reached their "visitor capacity." In these locations, services and transportation networks can become strained while the social fabric is put to the test. Gschwind raises an important question: Can the community absorb so many visitors and still maintain the lifestyle that initially attracts people, or will that lifestyle be wholly obliterated? Additionally, spots that gain attention on social media—particularly those deemed the most Instagrammable—are more susceptible to being overrun by foreign guests.
