Osaka Gas Heater GFH-530T (43-563) problem

Hi guys.
I have an osaka gas heater model GFH-530T (43-563)

Its keep sparking from the very first moment that i connect it to ac 110v power source.
When i try to turn it on, it turns on with low flame and work for 10 seconds and after that shows 12 error code flashing

I have the manual from its inside pocket and the problem is i cannot read japaneese

Tried to translate it woth google translate

Translated to english : Flashing out safety device activated
