Okappa atama no noun

Hi guys does anyone no what Tatte ita, okappa atama means? I know atama can mean head. But also mind, top etc.

I can't find okappa.

Tatteita means to rise in the past tense.

Okappa-atama seems to refer to their bobbed hair style.

Wow. From the story I'm reading it says that line then the particle no then the persons name. So I suppose they are saying the persons hair looks like this mystical creatures'. Very interesting way to describe their appearance. I makes sense as the character is not very nice.
