"ni tsuite" and "ni kanjite"

What is the difference between について and にかんじて？ If both of them are indeed the same (meaning: "regarding/about"), then which is most common? Is one more formal than the other? I rarely hear these phrases being bandied about in casual Japanese speech, so it's difficult for me to tell...

It's not かんじて but かんして（関して）.They are the same meaning, and generally 関して would sound more formal than ついて.

について I would think is used quite often. My wife and her family friends use quite frequently.
I would think 関する（かんする） would be used referring to something having a correlation to a particular matter.

Exactly ついて, 関して is from the verbs つく, 関する respectively. 関する means "to be related," but is basically used only as the adjectivally（関する） or adverbially（関して） in these days. Almost only usage as a verb would be the negative form; 関せず as in 我関せず.
e.g.
英語に関する問題
英語に関して発言する

私の意見はあなたの決定とは何の関係/かかわりもありません。
今日は日本で人気のドラマについて話をします。＝今日は日本で人気のドラマに関して話をします。

についての問題、に関する問題
この問題について（は）、この問題にかんして（は）、この問題のこと（＋particle)

The meaning is exactly the same as expressed for all of these (concerning, about, with regard to, on). What is not grammatical afaik is のことの問題 as a replacement for についての問題/に関する問題、and not appropriate stylistically is この問題のこと（＋particle) in a formal context or 関する as everyday speech.

It is a register(level of formality) issue mostly.
関して sounds more academic or formal while につい sounds sincere and descriptive.
When people use 関して in non-academic context, often their scope is ambiguous too.
