may someone translate this for me? I need to know how to sign up for this site membership.

It will be difficult to register, since the site has a restriction against connections from outside of Japan.

Yeah, it pretty much just says that there are some restrictions on people connecting from outside of Japan. It doesn't say anything about signing up.

If you want to register, you have two options.

1) Move to Japan and register from there.

2) Find someone residing in Japan who is willing to do it for you and pay whatever charge is associated with this service.

If you can't use a proxy server I doubt very much that anyone outside of Japan can use this site, even if you had someone sign up for you.
