ok, I know no Japanese at all, but I would really appreciate it if someone could translate these for me. I color coated the boxes for easy explanation of the translated version. So if someone could please translate I would really appreciate it.
So if someone could reply with something like this and next to the color code what it says.

Pink-
Brown-
Dark Purple-

Blue- Pay attention to the following instructions
Black- Use a minimum of 4 and maximum of 32 half-width English digits/characters
You may only use characters within the ranges of A-Z, a-z, and 0-9 with no symbols.

Dark Purple-This is where you get to establish your nickname/user name ? and put it in the dart.

It says you need to use full width characters for your name.

AFAIK it means it needs to be in Japanese. ☝

o ok thanks. now, I need to find a site were it can put my name in Japanese characters. Does anyone know a site? I have tried simple translators but it doesnt show my name in Japanese characters.

Whole width characters are not the same thing as Japanese characters. If you can see the word "indubitably" just below this:
ｉｎｄｕｂｉｔａｂｌｙ
Then your computer can probably handle whole width characters.
If you post your desired name here, someone can post it in whole width, but I am curious how you intend to use this website without being able to read Japanese.

What was I thinking ? A Japanese online translation may be easier for the OP, but of course there are also 全角英数。。。
