Absolute State Power, Militarism and Waging Wars of Agression pretty much sums up Fascism.
There is a huge difference between mass deaths caused by the rightwing and leftwing. Fascists set out deliberately to kill, there is an intent to exterminate a whole people - Jews, Communists, Untermenschen, Chancorro [Japanese spelling?], etc. Leftwing dictators like Mao instigated lunatic social programmes that failed horribly - Great Leap Forward, Culture Revolution - that resulted in the deaths of millions, but they were not created for the purpose of killing.
I would think that giving direct orders to kill en masse is more evil than involuntarily causing death en masse due to system failure.
The intent to kill is important, which is why we differentiate between involuntary manslaughter, manslaughter and premeditated murder in a court of law.
