On July 15 the post office mail to your resident here in Japan.
If not in, the postal left a note, with that note you take it to the MAIN post office in town.
There they will give you your new card.
You must have an id with the address on it.

Thanks for your reply. In October of 2022, the government said they were going forcibily phase the Health Insurance Card so people were forced to use the My Number Card even though the My Number Card system is broken- last report only 15% of doctor's offices could accept it.

That's 2 different subjects.
My Number Card, well, if you have one, currently I would NOT link it to your bank account. The local govt. were giving 20000 yen coupons if you did. I said screw it. To complicated for me.
Your NIC is issued in July every year. I don't see how it has anything to do with MY Number card.
Did you get the new card Yet? If not go to the city office that handles such affairs.

That's funny. I haven't heard nothing of it. And today I was in the govt office doing paper work for the 30000 yen the govt is giving people of low income. It is just a one time thing to help buy food and other necessities.

Not my forte, but if I read that article correctly it will be business as usual until fall of 2024.
I just searched on the internet and (for example) Tokyo's Itabashi Ward says
Insurance cards are renewed every two years, and there is no need for any individual application procedure. Before the card expires, a new one will be sent to you via simple registered mail.
However, if there has been a change in your resident status, or if your insurance premiums are not up to date, you will need to apply for renewal directly at the Ward office.
