While Nekojita is right that there are occasions where も can be translated differently, it seems to me that in this case you need to make a judgment call. If the original Japanese author likely felt that the 1400 buildings should not be in that state today, or should have been fixed by now, then I'd use "even" ... If he/she likely feels completely neutral about the 1400 buildings being in the state they are in, I'd use "still."
Otherwise, your translation is perfect.
