Lost alien registration card

For reissuing an alien registration card, does Japanese immigration need a copy of the actual police report or just the police report number?

[Re-issuing Alien Registration Card]
In the event of loss or destruction of your alien registration card, you must apply for a new card within 14 days.

Necessary documents:

- passport
- two photos (must be 4.5 x 3.5cm in size and taken within the last 6 months)
- documents certifying the loss or explaining the circumstances for re-issue (紛失届 funshitsu todoke)

What constitutes document certifying the loss, an official police report or just the police report number? Do I really have to wait for the cops to process all the paperwork and have an actual certified police report?

A police report number is quite obviously not a document.

There is no paperwork to process by the police, the report just serves as proof that you have reported an item missing.

Could this include a police report number, and the explanation that the report is not finished yet? I am really hoping to get this corrected soon since we are legally required to have the card on us.

Surely some JREF poster has lost their 外国人登録証?
