Kanji identification

全校生徒はカバンと教科書を寮に置き、「歓迎会」の前に城の前に集し、お客様を迎えること。

This is my transcription of the image below. I would like to verify the two kanji in the places of the question marks. In the first case, 集会 seems to make sense, but is that character really 会? It doesn't look like it to me. It looks more like 含, but is there a word 集含?

I guess the second one has to be 出, right? This is probably obvious, but I am not used to handwriting-style fonts.

The confusing elements are just bits where the brush/pen doesn't leave the page while en route to the next stroke.
