No, I seen shorts everywhere while on my visit. Police DO come out when it rains, in fact go to the Horse for the Troy advertiseing and you will see atleast 2 police standing no umbrella rain or shine.. June visit I hear is not a great time, but since I am from Louisiana the rain is something I am accustomed to.. But I wouldn't want to pay to go have a rain vacation... Still fun though as Japan is always fun So enjoy... By the way do not pack more then 1 suitcase and if it is too big for you to carry up and down stairs and onto small trains, you should reconsider and get something lighter/smaller... Take this from someone who knows firsthand..
Unless you're planning on taking a trip in the lap of luxury and having bell boys carry all your bags, I think it's always a good idea to carry only a backpack or something easy to carry. My friend came to Japan with one big suitcase and carrying it through train stations was a real pain.
