Hello everyone!
I have this kind of question is this writen in Japanese or Chinese?
And what does it mean, even thought this tattoo is half off I think someone may still see the symbols

Neat! How do you type "會"? My IME doesn't seem to know it.

First, I recognized it as the old version of 会, which helped immensely. My IME didn't have any trouble with it. Have you tried using the Google IME? It beats the pants off of the Microsoft IME.
