CITI Bank has Multi currency accounts and charge like maybe $10 for currency exchange services. I am not sure a license is required to open such an account. but You can still do transfers from Japan Citi Acct to US Citi Accts And with drawl the money direct from any atm.
This actually sounds reasonable. Are you saying it only costs $10 to send money from a US Citi account to a Japanese one? That's fantastic. The next step would to see what they charge for FX. If you could get a merchant account, have dollars dumped in your Citi account, and change them for normal Japanese prices, you could have a decent business.
FYI -- anyone can get a multi currency account at Citi Japan.
