Yes, the same meaning, although (a) sounds a little awkward. I would word it "I'm expecting that I can pass the exam, but even then I would use (b). It is much more articulate and is generally used. (b) might imply a higher confidence. The only difference I can note. "I am positive I can pass the exam" would be another choice.

yeah i wouldn't combine "am expecting" with "can pass," there are just too many verbs getting linked together which makes the sentence far less concise. It's still understandable, but awkward and muddy. The wording makes the speaker seem less certain.

The second structure is much more direct and easily understood
I'm (pretty/very) sure/positive/certain I can/will ...

"I am expecting..." is what pregnant women would say.

Speak directly:

c) I expect to pass the exam.
d) I expect him to pass the exam.

And "I expect that I will pass the exam" (modelled on (c)) is again too wordy/convoluted. Just use (c).
