I have questions about this sentence

このまま時間よ止まれと 街が遠く小さく見えるよ

1) Why is there a よ instead of a を after 時間?

2) When you describe something with more than one adjective, do you use adverb form for all adjectives?

1) I was wondering why it was there too. Did you copy/paste this or did you transcribe it from some audio source?

2) Not always. There are three ways to do it: a) use the -te form for all adjectives except the last one, b) use the plain adjectival form for all adjectives, and c) use the adverbial form for all adjectives except the last one. However, you have actual adverbs here.

It isn't an を because 時間 isn't the object of 止まれ. There's a little personification going on here. Imagine a comma after the よ and it's easier to see.

時間よ止まれ is command form. と had been added to suggest "I said." Grammatically, there should be a 、after よ .
Translation: I said/wished "Stop, time [right at this moment]." [And] the city is becoming smaller and farther away.
