Thank you againMost of these are names, and its often difficult to know how to pronounce the names even if you can read the characters, because each character has multiple possible readings.
Next to the good luck phrase is 為田和義雄君 (For TAWA Yoshio) which is the name of the recipient. And then maybe one of the presenters under that 安部駒雄 ABE Komao, who may be the head of some local community group. The line next to his name contains the name of this group, based in Tennōji-machi, but I can't parse a couple of the characters: 天王寺町囗朕全会長. Then you have more names. Then the head of some local defense group KURABE Sei'ichi. Then more names. Then on the far left you have the head of the neighborhood organization for Kita-Kawahori Minami, 内山薫 UCHIYAMA Kaoru? (not sure about the bits in red).

KURABE Sei'ichi and his title is the longish line 6th from the left.

Reminder, the given name has multiple possible readings. I have gone with Sei'ichi because I think its the most common, but Kiyoichi is another possibility. There may be even more.
