Can someone tell me what this form of use is?
I am confused with the upside-down and facing-up looking "ku"

Those are simply angle brackets.
 
Why were the brackets used?

This is a flash-back part and it translates to "Stronger!"
 
Maybe don't think of them as brackets, more like saying *STRONGEST*
