Just a word of caution: while you might find someone willing to celebrate the New Year with you, in Japan, oshogatsu is the social equivalent of Christmas in Western countries. It's a family event that is usually spent at home with one day dedicated to visiting the local shrine. No fireworks, no crackers, no parties, but lots of special food and TV. Personally, one of my favourite seasons because of its peace and tranquility.
Also, be advised that many attractions are closed during the New year holidays.

There are many groups in Tokyo area, and since meetup is English-based, you'll find many Japanese people who are able and willing to communicate in English with people from foreign countries.
Right now most groups seem to be focused on Halloween events and parties, but I'm sure there will be may events for Christmas time and New Year holidays.
