Again 向け始める literally means begins to turn. 初め is not a verb like 始める so it can't form a verb compound to mean for the first time. It would be 初めて牙を向け始める.

But really makes little difference IMHO.
 
And I think "fangs" works better than tusks.

明日に対する不安の日日を過ごす人たちの間に、自然とはいえ、着実に「救世主伝説」が広がっていったのである。

The red part I don't understand, my guess would be particles + 言え?

~に対する works as a particle as a set. In this case, that's "about", "of", "over" or like that.

"Although it is natural" is not bad. "It" refers to the phenomenon "着実に「救世主伝説」が広がっていった".

The core of the sentence is 人たちの間に「救世主伝説」が広がっていった, thus, 人たちの間 refers to where the legend spread. (明日に対する不安の日日を過ごす modifies 人たち, of course.)

間 is not "period of time" in that sentence, as I wrote "where" in my previous post.

"Throughout the land", but maybe "among the people" is better?. Is that accurate?
 
The literal translation is "the legend was spreading among people who were spending time..."
 
Interesting, it's like translating backwards from the end of the sentence.

I just need to ask what exactly is natural? The fear of the people or the spreading of the legend amidst such fear?

The first part is "From parent to child. From village to town."

The next part I'm going to be VERY literal because I feel I understand the sentence but I can't think of a way to say it in good english. "That is what was being said as the people's hope."

How's this: "That is what the people were saying, or at the very least, they hoped." Is that too far off for accuracy?
 
Your translation is for それらは、人々の希望として、語られていたことだ. The literal translation is "That was / Those were said as the people's hope". それら refers to 救世主伝説 or the contents of the legend that is described in the sentences following it.

I need help with the red word. From what I can tell 憂い could be either うい or うれい but I don't know what 憂いた could be. What is it's reading? I can't find 憂いる in any dictionaries.
