In my textbook it says you can use 起きます form to talk about things you do with a certain frequency, and that we dont use に with frequency expressions. So, would a sentence like this

私は大抵七時十五分に起きます

be correct? Or do I have to change the frequency word to a different position to not get tangled up with the timeに combination? Thanks for your time

I guess by "frequency expressions" they mean words like "毎日". You don't use に with these:
毎日、本を読みます

You can still have に in a sentence that contains one of these expressions, so if you then add a time as well, you can use timeに as normal:
毎日8時に起きます

Ok, thx. One last question about に. In a sentence such as

私は大抵8時に学校に行きます

Is it necessary to repeat the に after both the time and the place?

Was it necessary to use "the" three times in that question? (That's food for thought, not a smartassed comment).
