It gives the impression that it was a small circle of families that signed this. Perhaps a neighborhood association that sent someone from the area off to war.
The recipient might be 椎名憲司郎 Shiina Kenshirō, whose name appears on the top right corner after the words 出征兵 (conscript), but the name appears without any honorific which seems a little unusual. If the presenters were all closely related to the presentee, it might be acceptable to leave off the honorific, but even in this case it feels slightly disrespectful to leave it off an item like this.
