Nakano was in the position from May 1942 to July 1943, so the flag was written sometime in the period.

Thx for your response. Any idea to it's value? Would any Japanese families want it back? I am also a veteran and respect other families' sacrifice over monetary gain. It is for sale

Probably yes. The recipient's name might be 千藤茂美 Sendō Shigemi or Shigeyoshi, which is written at the right end, but judging from the size of the signature, he could be just one of the presenter. Obon Society might be able to help you.
