Sadly, this is not the first time such an incident has happened:

A 70-year-old man fatally struck a male cyclist during a fall from a high-rise apartment building in Osaka's Kita Ward on Monday morning. At around 11:25 a.m., a passerby near a residential building in the Honjo-nishi area contacted emergency services, reporting, "Someone has fallen from a high place. A cyclist was also involved in the accident." Both the man who had fallen and the cyclist were in cardiac arrest when they were taken to the hospital and were later pronounced dead.

According to officials at Oyodo Police Station, the elderly man lived on the 43rd floor of the apartment building. The other victim, identified through belongings at the scene, was a 59-year-old man from Chiba Prefecture. Surveillance camera footage and other evidence confirmed that the elderly man landed on the cyclist, who had been riding along the sidewalk. Responding officers found the victim's yellow bicycle heavily damaged at the scene (see above).
