nihon september 1st. (water) yori..."kanji"....17 years 4 months...birthleave"was born"... how am i doing?... maybe it has to do with someone's birthday being on the first of september... i think that's what i'm catching so far. 🎈 or else the reign of an emperor... and the emperor was born 17 years and 4 months ago... hmm the mixing of two or more kanji confuzzles me. :(

Well this is what I get. (By the way, it isn't cheating to use WWWJDIC :-P )

From today, September 1st (Wed) we start accepting applications for the April Heisei 17 [live attendence?]! Those who have attended the school (including the 'Summer campus') are exempt from the document processing fee, those with school recommendations or thos who have attended 'Summer campus' for two days in succession are exempt from the 'juku' (private/cram school) entrance fee. Would those applying please check the end of the application forms!!
 
Atleast i got the september 1 part... :p thanks paul but what about the number 4 i saw, where does that relate?

There's also this line to the effect those who have attended the summer campus or whose school experience was through the professional development dept get a half price exemption on the juku fee -- check your application *to see if you fit those categories*.

Translation

Formal Japanese tends to be long winded, and this is a "good" example. I tried my best, but don't rely on me. I'm not very proficient in formal language, therefore it might contain mistakes.

Translation:
As of today the 1st of Sept (Wednesday), applications for April 2005* are accepted!
All those who already participated in the "school entry experience" (including summer campus) are exempt from the document screening fee, those with a school recommendation** as well as participants of summer campus who continually attended 2 days, are exempt of the full entry fee for cram school.
Those who participated in summer campus for 1 day as well as those from the Pro training section who also participated in the "school entry experience", have to pay only half of the cram school entry fee.
Anyone who applies, please make sure that you check the lower part of the application form.

* literally: month 4 in the year 17 of heisei (=name of present emperor) period
** = letter of recommendation


To cut a long story short, if you attended any of the above programs, check your application sheet and get a reduction of 50% or even go for free!

The 生 from 学生. Hence, the class (of students) starting in April.

Looks like I skipped a line later on. When translating, as opposed to reading, I have a tendency to do that. I find it difficult to keep good track of my position when going back and forth between the Japanese and the English text. 😌
 
See why I drive a truck instead of attempting to be a translator?
 
Thank god I'm not the only one. Well, that makes me feel a lot better. 😌
