いわゆる「大きな政府」の支持者が不満を表明する現象の多くは、大きな政府か小さな政府かを問わず、政府が引き起こしたのである。にもかかわらず、決まって市場経済が悪者にされ、政府の介入が正当化される。

I'm trying to comprehend the bolded parts, especially "政府が引き起こしたのである"

My first doubt lies upon the use of "no ooku wa "

1 - 「大きな政府」の支持者が不満を表明する現象の多くは

In this case, which noun is being modified by "多く" ? solely "支持者" or the whole "支持者が不満を表明する現象"?

2 - 大きな政府か小さな政府かを問わず、政府が引き起こしたのである

Here I cant comprehend who is the object of 引き起こした, what has been "caused by government'?

3 - 決まって市場経済が悪者にされ、政府の介入が正当化される

"Ni sare" in this one seems to be something around the lines of "Due to" is this right?

My sloppy translation below:

"much of the phenomenon of dissatisfaction expressed by the big government supporters is, in fact, regardless of the government being big or small, the government should act(?). Nevertheless, due to the existence/act of bad people, intervention on the market economy is justified."

Thank you

1)
現象 (the whole 「大きな政府」の支持者が不満を表明する現象, of course)

2)
(現象の)多く is the object.

3)
悪者 means something like "scapegoat" in 悪者にされる.
され(る) is passive.

So what do you think of this translation Tori?

"Much of the phenomenon of expressing dissatisfaction of the so called big government supporters happen regardless of the size of the government.
Nevertheless, usually the existence of bad people is used as a scapegoat to intervene in the free market"

Can you provide a more 自然 translation Tori?

Xの多く here means "most of the X" (a large proportion of multiple X).

Not "phenomenon of expressing dissatisfaction" but "the phenomenons about which they express dissatisfaction".
The 市場経済 is being made out to be 悪者 by the supporters - there aren't literally bad people. Something along the lines of:
"the market economy is made out to be the bad guy, in order to justify government intervention"

thank you Nekojita,

"にもかかわらず、決まって市場経済が悪者にされ" makes me feel embarassed, its a familiar structure at all "something + ni suru" , changed to the continuous form of the passive, thanks for pointing out to me

but about

"いわゆる「大きな政府」の支持者が不満を表明する現象の多くは" Do you have a tip to comprehend circumstances such as this one, where a noun (現象) is being used after a whole clause? Or is it definitely a matter of improving reading comprehension?

「大きな政府」の支持者が不満を表明する modifies 現象. It's called 連体節 / 連体修飾節 ("attributive clause" or "adnominal clause"), which is equivalent to the relative clause in English grammar.
e.g.
それから十分後に鳴った終業ベル
the bell signalling end of the lesson that rang ten minutes after that

お風呂についてるテレビ
a TV (which is) installed in their bathroom

担当した気象予報士の本田竜也さん
A weather forecaster Honda Tatsuya who did the forecast

Oh,

Thank you Tori, I'll look into it
