ひきこもり不登校 (hikikomori futoukou), likely "truancy [due to being] hikikomori." It's a poster for one-on-one counselling services for hikikomori. If you are researching this subject, I'm sure you know what hikikomori means already.

Ah, it is not something unique to Japan, similar phenomenon is observed in other countries as well..

I'm not really surprised... ^^ At least at my university being up-to-date is important... the whole freeter - NEET - hikikomori development is pretty interesting there's a lot of research done on those topic, though freeter is not so new (started in the 80's or something) anymore...

Although a significant segment of NEET probably includes young people with neurological or behavioral disabilities. I'm not as sympathetic to freeters who more or less choose a career of transient, low paying jobs....hikikomori are mostly just kids so in spite of their individual pain, at least the social burden is not as catastrophic.
