Can anyone translate this letter?

Hello, I was just wondering if anybody can translate this letter for me?
I received it today after I asked the Asaminami-ku ward office if they still had the koseki of my great-great-great grandfather . I am not fluent in Japanese and can't read much of this since it is handwritten. I appreciate any help, and thank you very much!

 
Any chance on giving us a better picture? Most of that is pretty illegible.

The documents you've sent this time do not specify what you're requesting, therefore we're returning them to you.
If you wish to request for "joseki touhon" etc., please fill the application we're sending, and send it back to us with a copy of the proof of your ID , an envelope with a stamp for us to send you the document, and the fee ("joseki touhon", "kaisei gen koseki touhon" JPY750 each).
Sorry for the trouble and thank you for your understanding.

*"Joseki touhon" or "kaisei gen koseki" for Mr. Hikosaburou 萬光(I'm not sure if the first kanji is correct, and don't know how to pronounce this family name) do not exist. On the "joseki touhon" of Soujirou, his eldest son there's an article of the death of Hikosaburou.

[note] Koseki Touhon : a copy of family register.
Joseki Touhon: register of a family which does not exist as a family any longer (because of marriage, death, etc.)
Kaisei Gen Koseki: There had been several "revision"since Meiji era of koseki system, and registers before the revision are all called "kaisei gen koseki".
 
Thank you very much for translation, it has been a great help to me, since I had not previously known the name of Sojirou being the eldest son of Hikosaburou (my great-great-great grandfather). I will send out a request for his joseki in the upcoming days. 萬光 is read as "Manmitsu"
